Local Authorities have long held a desire to issue multi-application citizen cards but have had difficulty in making a strong business case as a result of the extended time to creating a critical mass of cardholders. The deployment of 10 million concessionary travel cards across England (12.5 million across the UK), provides a platform for the addition of citizen card applications. The Local Authority Smartcard Standards e-Organisation (LASSeO) has been instrumental in ensuring that concession cards are issued with the capability to add citizen card applications as and when Local Authorities are ready to move.
