Derbyshire County Council wanted to explore the use of technology to improve access to its services for its citizens. ALCO Consulting was appointed on the basis of its extensive expertise in ICT and smart technology to develop a feasibility and business case for the county.
Government programmes and projects will naturally be large and complex, with most new projects encompassing a significant amount of technology, often new and not unusually, leading edge. It is unfortunate] that many such projects run into trouble, so much so that government technology projects have, in general, attracted a bad name.
In truth, this should be no surprise as government departments are not set up to include major project managers and technology experts. They also tend to work in discrete “silos” which makes data sharing and aggregation quite problematic. What government departments should be doing is to recognise the problem and employ specialist consultants to work as client side advisors to ensure that all gaps are filled. It is no good leaving it to the supplier without the client having sufficient expertise on ite side.
