Following a visit to Australia by the then First Minister, the Welsh Assembly Government wished to explore how smartcard technology could be used to improve the lives of its citizens by making access to public services easier and more convenient. Particular attention was focused on services for older people but there was encouragement to look at wider services.
The objective of the commission was to provide the Assembly Government with an independent assessment of the strategic, technical, financial and operational viability of introducing a multi-application citizen services smartcard system for Wales.
ALCO Consulting were appointed as strategic advisors and specialists in the application of smart technology to multi service environments to develop the strategic approach, business case and roadmap.
ALCO developed the strategic approach, carrying out a number of indepth options appraisals during which we talked to all departments delivering services to the public and understood their needs as well as organisations representing public service users. We developed a comprehensive viable business case, exploring innovative ways to enhance the viability through use of existing infrastructures, shared services and revenue generation opportunities. We carried out impact assessments and feasibility studies to ensure the “deliverability” of our strategy. The Cabinet accepted all our recommendations and we were retained for further development work.
